BHP Billiton, the world's largest miner, says lower-cost producers of iron ore function better in a quarterly system, so it had been pushing to abolish the current pricing system. Brazil's Vale SA, on the other hand, has lobbied against change, because Brazilian ore is more expensive, so it is at a disadvantage in spot pricing. Rio Tinto of Australia hasn't taken a strong public stance.
